The recurring inspection under § 46 AwSV goes to whoever mentioned the date first. Not the best contractor, the first one. Miss the deadline and the order is at a competitor.

Where the follow-up order slips away
The work is done, the plant is yours, and the next order on it goes to somebody else. Always for one of three reasons.
The date arrives and someone else gets the call
The interval of the recurring inspection is known in advance: as a rule five years, and 30 months for underground plants in Schutzgebiete and designated flood areas. The date is predictable. The order goes to whoever gets in touch three months before it, not to whoever looked after the plant last time.
§ 46 Abs. 2 and 3 AwSV, Anlage 5 and Anlage 6 · designated flood areas carry the same intervals as Schutzgebiete. The actual interval depends on the type of plant, the relevant volume, the Gefährdungsstufe and the location.
The enquiry waits while you are on site
The client needs an inspection date, not the prettiest quote. They write to several firms in a row and give the job to the one who answers first. An enquiry you see in the evening usually belongs to someone else already.
The plant is sound, the paperwork is not
From Gefährdungsstufe B upwards a plant needs a Betriebsanweisung with a monitoring, maintenance and emergency plan. Staff are instructed before they start work and at least once a year afterwards, with documentation. A defect is not written up against the state of the plant but against what you can produce.
§ 44 AwSV (Betriebsanweisung, documented annual instruction) · failing to remedy a defect at all, properly or in time is an administrative offence under § 65 Nr. 30 AwSV.
Handing over the work does not end the plant
Commissioning and the first Nachprüfung are a one-off entry. After that four steps turn in a circle for years, and two of them bring the order.
Recurring inspection
The Sachverständiger classifies the plant: no defect, minor, significant or dangerous defect. The Prüfbericht goes to the authority within four weeks; a dangerous defect is reported without delay. This is where the order for the Fachbetrieb appears.
